Moldova Sets New Solar Record with 315.7 MW Added in 2025

Moldova installed 315.7 MW of new solar capacity in 2025, according to figures released by the National Centre for Sustainable Energy (CNED). The result marks a record year for solar deployment in the country, surpassing the 209 MW added in 2024.

Total installed solar capacity has now reached 710 MW, making solar the leading renewable energy source in Moldova. By the end of last year, solar accounted for 72% of the country’s total 980 MW of installed renewable capacity.





First Fixed-Price Renewables Auction

A defining development in 2025 was Moldova’s first renewables auction based on a fixed-price support scheme.

Initially announced in August 2024 by the Ministry of Energy of Moldova, the auction covered 60 MW of solar and 105 MW of wind capacity. The tender was oversubscribed and ultimately awarded 11 projects, fully allocating the available capacity.

By September, the government confirmed that all solar projects backed under the auction were operational. Winning projects secured 15-year fixed-price guarantees at MDL 1.16 ($0.069)/kWh for generated electricity, providing long-term revenue certainty for investors.

State Support and Market Growth

To date, 408 MW of solar capacity in Moldova has been deployed under state support mechanisms. This includes 151 MW backed by a 15-year fixed-tariff scheme supporting solar parks of up to 1 MW in size.

Small-scale solar installations for self-consumption were initially supported under a net-metering framework introduced in 2018. At the beginning of 2024, Moldova transitioned to a net-billing mechanism. Existing net-metering prosumers are permitted to continue under the original framework until the end of 2027. Both schemes allow installations of up to 200 kW.

By the end of 2025, Moldova had 8,713 registered solar prosumers — including individuals and businesses — with a combined installed capacity of 195 MW. Of these, 5,051 prosumers (115 MW) operate under the net-metering scheme, while 3,662 prosumers (80 MW) are participating under the net-billing system.

Meanwhile, 302 MW of installed solar capacity operates on the free market without state support. CNED noted that this segment reflects the growing economic competitiveness of solar in Moldova and strong interest from international investors.

Largest Solar Project Commissioned

Moldova’s largest solar installation to date — a 50 MW project spanning 95 hectares in the central district of Strășeni — was commissioned in July 2025.

The plant secured a fixed price for 24 MW of its output under the renewables auction framework, with the remaining 26 MW sold on the free market. According to the Ministry of Energy, the project was completed in just eight months, setting a record construction timeline for a solar installation of its size in the country.

With record annual additions, expanding policy mechanisms, and increasing merchant activity, Moldova’s solar sector is entering a new phase of scale and market maturity.
