EU Opens Cross-Border Tender for Solar Projects in Bulgaria and Finland

The European Commission has launched a new call for proposals for ground-mounted solar projects in Bulgaria and Finland under the latest round of its cross-border renewable energy tender programme.
The initiative is part of the EU Renewable Energy Financing Mechanism, which aims to accelerate renewable energy deployment through cooperation between European Union member states.
€54.9 Million Funding Available
In the programme’s third round, a total of €54.9 million ($63.8 million) has been allocated for projects located in the two host countries. Luxembourg is acting as the contributing country for this round, providing the financial support.
According to the tender documentation, funding will be available for ground-mounted photovoltaic projects in specific regions of Bulgaria, particularly the districts of:
· Pernik
· Kyustendil
· Stara Zagora
Eligible projects in Bulgaria may also include co-located battery energy storage systems (BESS) to enhance grid stability and renewable integration.
In Finland, the funding will support ground-mounted solar projects across most of the country, with the exception of the autonomous region of Åland.
Application Deadline in September 2026
Project developers interested in participating in the tender have until 1 September 2026 to submit proposals. Successful bidders will receive financial support in the form of investment grants.
Building on Earlier Tender Rounds
This latest call marks the third round of the cross-border renewable tender programme.
During the second round in 2024, the European Commission invited proposals for both ground-mounted solar and wind projects. Ultimately, nine renewable energy projects across Estonia and Finland were awarded funding, sharing a total budget of €52 million.
The programme is designed to encourage stronger energy cooperation across EU member states while accelerating renewable energy capacity growth across the bloc.
