Saatvik Solar, a subsidiary of Saatvik Green Energy Limited (SGEL), has inked a memorandum of understanding (MoU) with the Industrial Promotion and Investment Corporation of Odisha (IPICOL) to build a 3.6 GW solar PV cell manufacturing plant in Gopalpur, Ganjam district of Odisha. The Phase II cell facility is targeted for commercial operation in FY28.
This expansion builds upon Saatvik Solar’s ongoing Phase I project at the same Gopalpur site, which is designed with 2.4 GW cell and 4 GW module capacity. Phase I is now approaching commissioning: major civil and infrastructure construction has been completed, while equipment installation, testing and validation activities are underway. The project‑specific 220 kV substation is ready for charging. The cell production line is set for imminent ramp‑up, with ALMM‑II inspection scheduled for September.
“Odisha is more than a manufacturing milestone for Saatvik; it is a statement of our ambition. As our 2.4GW cell and 4GW module manufacturing lines move towards production, we are taking a decisive step towards building scale, strengthening integration and creating the foundation for our next phase of robust growth,” said Prashant Mathur, CEO of SGEL.
“Building on the momentum of Phase I, we are advancing plans for a further 3.6GW Phase II expansion at Gopalpur, with Phase II targeted for commercial production by FY28. The future we see is one where India is not only a major consumer of clean energy, but a global manufacturing powerhouse for it,” Mathur added.
Upon full completion, the Odisha complex will host 4 GW of module capacity and 6 GW of cell capacity. Saatvik Solar already runs a 4.8 GW module manufacturing facility in Ambala, Haryana. The company did not disclose investment amount, exact commissioning timeline or technology configuration for the proposed Phase II 3.6 GW cell plant.
Alongside the manufacturing expansion plans, Saatvik announced Phase III development for the Odisha site, adding 6 GW ingot‑and‑wafer capacity scheduled for completion by FY29.
